Sounds like these *vulnerable* people are dealing drugs.
Which reminds me of a dealer I lived close to in Dundee - had to pass his door when I went down the common stairs to get out. But because he was a low-level dealer he was left alone by police - he was a 'vulnerable' person, or whatever
To be fair, the police did attend at least once - when someone further up the drugs food chain tried to batter his door down, and he needed protection
But, aye, they want us to be their eyes and ears, or whatever...
And apparently new drivers here in Fife are taught how to administer Naloxone, or whatever
