Well this is totally bizarre
I mean, even after this incident and a litany of other stuff he was allowed to keep his licence, and there's no mention at all of any complaint to police??
The latter certainly being a reason I'd maybe take it all with a pinch of salt. But there's plenty of other stuff here that certainly works against him
But if they believed the complaint made a few years ago, then why did he retain his badge until now?
(And not sure why the press here usiing the word alleged/allegedy
five times, as if there was a criminal investigation or trial in the offing. But certainly no word of that...)

Details of the reported horrifying incident were made public as the driver alleged of the ‘serious, inappropriate sexual behaviour’ tried to renew his taxi licence.
But Bolton council rejected the application, expressing concerns ‘for those who travel alone in his vehicle’.
A meeting of Bolton council’s licensing committee deliberated on an application to drive a private hire vehicle.
A report to the panel of eight councillors set out details of alleged misconduct by the individual, who was not named in published minutes of the meeting.
In coming to its decision to reject the application the committee took account of a previous complaint about the driver.
The report said: “A complaint was received on September, 27, 2022 from a passenger which related to serious inappropriate sexual behaviour.
“The passenger passed out in the vehicle, upon coming around, the driver was on top of her, grabbing and licking her breasts. The passenger tried to push him off, but she could not.
“When the passenger managed to get out of the vehicle, she noticed her belt was undone as well as the button and zip on her trousers.
“Subsequently the complainant confirmed details of the incident in an email of October 6.
“The applicant denied the allegations, but the committee found the allegations to be credible and were concerned for those who travel alone in his vehicle.”
The panel also took into account a previous 12 complaints recorded by his private hire operator and the fact he had allegedly disregarded warnings given to him in 2021 and 2022.
The council said the applicant had also previously breached the conditions of his licence, prior to its expiry.
At a meeting last month, the minutes of which have been published in the past week, the committee, unanimously felt that there was reasonable cause to refuse to grant the licence.
Prior to the hearing the committee heard that a late request had been received from the applicant for the hearing to be adjourned, owing to his wife being unwell.
The panel agreed that the application be heard is his absence as it was the second request for adjournment and the second time of non-attendance.
They said the applicant had been informed in writing that the matter would be heard in his absence if he failed to attend.
