I have no problem with quality control, except the Brummie model of it!!

But I can't see how enforcement is working in London.

Why, what's the big problem with the black cab trade?

The problem with London as far as I see it is that the minicab trade has historically been unregulated and the black cab sector is at the other extreme.

PH licensing and enforcement generally has no doubt helped a bit, but once the mess is made it takes a Herculean effort to clear it up, and I doubt if the PCO (or whatever it's called now) is up to the task.

There's no problem with the black cab trade.

The rest of your comments I agree with.

But there'll still be the same amount of drivers coming into the minicab trade, so I don't see your point.

I just can't get my head around this school of thought, never could even when Sussex mentioned it. If you derestrict vehicles you will get more drivers. If you are going to restrict something it would be better to restrict the drivers by way of quality control and not the vehicles, but, until such time as that is done as a matter of course then restricting the vehicles is the only option. With regard to PH being restricted perhaps it would be better for the operator to have to have proof there is sufficient work available before they take money from drivers

Why would you?

You will get more cabs, you, more than likely, will get fewer PH, but why should it increase the total number of drivers? :?
