Interesting to see that the govs best practice guidance was mentioned a number of times, yet councillors weren't made aware of this.

Financing of Surveys.
It is not good practice for surveys to be paid for by the local trade (except through general revenues through licensing fees). To do so can call in question the impartiality and objectivity of the survey process.
