I know its not your standard question but twice this

summer

I have been flooded. On the second occassion I managed to be asleep when the floods hit and when I woke up to the shrill of the phone and the Operator pleading with me to come out to play as it was really busy I was disgusted to find that not only was I flooded but my Taxi - undamaged and on a hill - was blocked in by not only 4 fire engines, but also that a Police Cordon had been established and there was no way that I was going be allowed to get my cab on the road (even if I had oars available!)
I digress - it turned out to be the busiest day of the year and even the PH's took over £300 that day. My car insurance says its not their fault as the water company had a problem with the drains and caused the floods, my house insurance says its not their problem; the water board don't want to know! Who is responsible??? Its unisured loss and as the water board have admitted that the pumps for the drainage system were not on I believe it is their responsibility; but how do I prove it and what should I write on the particulars of claim as I'm sure that this is going to end up in the Small Claims Court?
I have another reason for asking - its raining here ... hard ... thunder and lightening and I've already had to put sandbags around the doors.... and I can just seeing it happening again later today and I've got several bookings as there is local horse racing
