With the Red Route the answer to (a) is actually YES. If you look at 'Know Your Traffic Signs' book by the DVSA online, page 56, it says :-
'On red routes, yellow waiting restriction lines are replaced by red lines that mean no stopping for any purpose, not even to pick up or set down passengers,
other than by a licensed taxi.'

your in a profession and there are course professional orgtanisations available Unions to you so that should be your next stop
They will be able to comprehensively advise you
