I'm not too sure many councils wanted to change, or put in a process of change, around the time of the local elections.

But I've got a good feeling we could well see it into the 80's in the next 12 months or so.

Cartels aren't usually dismantled easily, and this is surely a classic example.

And surely it's always been clear that it's more about politics rather than the substantive arguments.
