It does seem counter-intuitive, but I suppose the argument is that it might ease congestion at the very busiest times.
On the other hand, it might have just been misreported, and the clunky English etc in the latest article is perhaps evidence in that regard.
The first piece stated:

Taxis and private hire vehicles licensed outside of Southampton could be allowed to access bus lanes in the city only from 7am to 9.30am and from 4am to 6.30pm on weekdays and only if the vehicle was first registered on or after January 2006 if petrol and September 2015 if diesel.
The second piece repeated the 4am error (which presumably should read 4pm), suggesting that it was just copied and pasted from the first piece. So if the original author got it the wrong way round, then the second piece would just repeat the error.
And the latest piece, er, lacks clarity.
Tried to find an official press release or similar to see if that might clarify things, but there's no sign of anything on the council's website or elsewhere.
Anyway, the fine details are maybe of less importance than the broader principle, which is that non-local vehicles will be restricted from accessing Southampton bus lanes, and which at least seems clear enough.
