RTD, just in case WGL doesn't post for a while, I read what he said to mean that drivers could take four weeks off without paying rent, but had to pay rent for any other time they wanted off in excess of the four weeks:

When I paid a 'franchise' in St Andrews, we had to pay it 52 weeks regardless of whether the car was on the road or not (although the vast majority of cars had other drivers on them as well as the owner-driver, or were fleet owned, and I think at that time I was the only 'singled' car).
I recall one driver who had endless problems with his motor over several months, and he must have paid thousands in franchise when the car was off the road, and that, combined with the repair costs on the car, finished him off financially.
I didn't have any problems with the car while there, but only lasted a few months anyway
