A council will choose the criteria on how to proceed when issuing licenses. There are many examples of criteria but remember the criteria has to be lawful and cannot discriminate.
I suppose the one that presents the least headache for a council is a lottery system. However those who have been renting a cab for a long period of time sometimes think they should have preference.
Likewise People like Mr Carl Cummings, who through different companies held the first six places on a waiting list in Cardiff, would no doubt say that he should be first in line for any new licenses, in fact that is exactly what he did say and he paid a lot of money to find out he was wrong.
Unfortunately for Mr Cummings his understanding of the law was buffeted from pillar to post in every court he had the pleasure to step into. The rest is history.
