Nurseries now need taxi licence

Childcare centres have been told they can no longer operate school-run services unless they have a PSV (public service vehicle) licence.

Some creches and nurseries have subsequently had to set up accounts with taxi companies.

John Fleck from Hillcrest nursery in Belfast said childcare was "already dear enough".

Department of the Environment officials have agreed to meet childcare representatives over the issue.

"Places have just been re-rated commercially and we've now had bills in for water rates," said Mr Fleck.

"We have to pass all this on to the parents, and now they're asking us to pass on taxi fares."

John Fleck ,who runs the Hillcrest Day Nursery in Belfast, said he was having to tell parents that he could no longer collect children from school after the bulletin was issued last week.

Not sure that's right, IMO you can pick them up it's just that you can't charge for it, other than maybe 30p a mile for your fuel. :D :D

and how many schools have 17 seater minibuses usually driven by a teacher after school, or at evenings, taking kids on trips? the teacher having probably little experience of driving anything bigger than a mini and the vehicle having no tacho fitted....

but if it was after school they wouldnt be able to use the tacho anyway as "other work" would have taken up over 8 hours before getting into the bus!

and how is that a I can take a lwb high roof 15 seat van, remove seats down to 8 passenger seats, plate as a PH vehicle then tow a trailer without a tacho when the same van without seats+plate cant, it requires by law a tacho be fitted and used. (subject to a GVW of 3500kg and a trailer u/l weight of 1024kg max, over which id require a O-licence+CPC....)

Yes.


so the school teacher driver is a better bet than a professional driver, despite not requiring any medical, and will be fine to jump into a jumbo transit with 15 kids?

my point is if its got NO seats (i.e its a VAN) it cant legally tow (for H&R) a trailer if its a 3500kg (GVW) vehicle without a tacho, whereas with 8 seats it can...

The issue isn't better or worse, and of course I would much prefer a licensed PSV driver did all 9-16 seater school work, but the issue is what's legal and what's not, and it's legal for a school teacher to take kids to and from school for school linked events.

You can have a COIF certificated 16 seater and use it as a PSV and if needed remove Half the seats , leave in 8 seats and use it as Taxi/Ph if its plated to do so....you can tow a trailer in 8 seat mode but not in 16 seat mode if the rear doors doubles as emegency exit doors...trouble is it would need governed down to 100KPH for PSV use and sadly stuck with a 100KPH in Ph/Taxi use. TY EU...simples always best!!!

as for teachers driving Minibuses when all theyre fit for is driving kids doolally...thats the reason they have Leather patches on ther tweed sports jackets because of their elbows rubbing against the dash board whilst there noses are stuck to the inside of the front windscreen...

not only teachers...any council plonker that normally drives a 600cc Buzzwagon with the mandatory unused brush sticking up from the back of the cab can drive them to.....shows just home much the EU really cares about child safety.....Double standards from the righteous of Brussels...
