There is two ways of reading the section in the act relating to PH meters.

One is that the council seal and confirm what rate is on the meter, and the other is that council can merely just approve the make of meter allowed.

I think it's the latter and councils should have nothing to do with what goes on or in the meter.

If it's the former then the council will have to have umpteen different rates to check and enforce. Including different yardage, different night-time starts, extras, meter and a half etc etc.


That is an interesting point. Does this mean that the rate set on a private hire car does not have to be the same as on a hackney carriage in the same district?
If so, does it mean that the meter could be set at a lower rate than the council rate but the meter could be switched on when the car leaves the base (or wherever it happens to be when the booking is received) until the journey ends?

All the council does is check that the meter is working accurately at the rate submitted by the operator. Operators can set any fares they so desire but if they have meters in the vehicles they operate then those meters may be tested by the council for accuracy. Fares have nothing whatsoever to do with private hire drivers, they are the sole domain of the operator.

PH can charge what they like, they can start the meter when they like, they can have different prices for different areas/times/weight of punter/state of punter etc etc.

Any complaint about prices is a matter for the operator and/or the small claims court. F*** all to do with a council. :wink:

And the punter can end up in jail if he has the temerity to question the PH fare, of say, £6 for 900 yards.
