So which of those new drivers would you propose to take their plates off?

And/or is there a stupid gene that put in the local water which makes folks buy expensive motors to sit around all day doing nothing? :?

Sussex, I'm not sure I understand your posting.

I would - if I had the chance - take all the new plates off their 'owners'.

I'd also say that the vast majority of the new plates are on near new / brand new cabs, paid for - in most cases - by redundancy payouts.

How many PH were there licensed on the wirral in 2002 and how many in 2008?

There is nothing a PH loves seeing and that is the same cab at the front of the station rank, still there in his place, when they have dropped off two or three times. :D :D :D
