for the next four nights from tonight (tuesday) the rank at york station will close for urgent repairs to be carried out overnight inside the portico, which means all the hacks will rank up on the public road outside the station, so what is to stop the non permit cars from picking up, I for one will be doing just that as it is public highway

Is there any such thing as a temporary, or informal rank?

Are there parking restrictions, double yellow lines on the site of this "rank"

Does York have sympathetic Police, traffic wardens, licensing officers?

Temporary yes, if it's authorized by a traffic order i.e. a road is being dug up and a rank needs to be moved for the length of time of the digging. Such traffic order have dates at which they run out, so when that happens the rank is no more.

Informal also yes, not sure about the legality of it, but their are 1000s up and down the country.

Does that mean that all those who where daft enough to pay for a permit will get a refund??? or not have to pay while the work is done.
They may also find it very hard to get onto the temp rank  if everyone else ranks there

They have no powers for that, and maybe a case could be made that they are complicit in taxi touting.

Dont know much about it, but theres a few bus stops up here that become legit ranks after a certain time......problem is keeping the cabs off them during the uncertain times.

someone has put up a sign at the rank telling the world what the hack hire charges are and at what time they kick in, maybe this is due to some Stn drivers charging tarif 2 when it should be tarif 1 during the day
