Tips are an income therefore taxable.
If your house goes up in value by tens of thousands (as with many historically) and you become property rich,this is not income therefore not taxable...

Capital gains tax is on the sale of shares,second homes etc.
You do not pay tax on any profit you make on your main home.
Hence the property/home 'improvement' boom.

As honest law abiding citizens we should declare every single penny we get in Tips to the Taxman and seeing as each and everyone of us in this trade does so willingly and openly this is not even an issue...we are just to damned honest for our own good. :lol:
