I think your getting mixed up between proper gypsies and the hangers on.

perhaps the government should consider insisting on drivers coming to the UK to work passing the iso course which some councils now insist on

Perhaps the government should bring in a mandatory DSA test for all new drivers.

A topographical knowledge in all areas of the same type used in London, where the applicant verbally names every street from point A to point B.

That would also make sure the applicant could converse in English.

Well they're not entitled to rip off the system for the 1st 12 months but when they don't earn enough they will certainly be able to claim 'tax credits'. We could always go over there and rip off their system..... oh no they haven't got one

Perhaps as I keep saying getting a badge and licence should be made far more difficult than it is. Make 'em sweat in college for a year before they even get a sniff at the steering wheel of a taxi.
