The whole point is about consultation, you may agree or disagree with the dictatorial content, as I said before it does not matter what you or I think or believe, our members in the area concerned have to live with these issues, therefore they have the choice to object and use whatever means necessary to challange the local authority.

I disagree with the council policy and I'm confounded by the type of response made by the GMB.

After last weekends STRIKE by 95% of both Hack and PH in St Albans, and the disgraceful behaviour of a LO of the council attempting to sabotage it by informing several PH drivers that they could pick up off ranks not pre-booked, the deputy leader of the Council agreed to meet a GMB PDB delegation, [which begs the question why force the drivers into strike action?}.

At this meeting kindly arranged by the Leader of the Labour group, the deputy leader was left in no doubt of the driver’s determination to obtain justice. It was clearly demonstrated to him that the Council’s Convictions and Cautions Policy was ambiguous, malicious, and a disgrace.

We requested that the consultation period be extended to Govt best practice guidelines of 12 weeks as against the councils 4 weeks; we made it absolutely clear that were the councillors NOT to partake in serious consultation with the GMBPDB there would be a guerrilla strike programme! Which would mean NO notification of any action whatsoever [as against 72 hours notification for last weekend].

We played to the councillor a recording of a licensing officer of St Albans Council advising a PH driver that he could pick up, not pre-booked from a hack rank, and not to worry if he was caught as the complaint would end up on his desk and would not be pursued!! We said that if the council declined to sort out this officer the GMB PDB would be taking legal advice on initiating a prosecution itself.

We also reported the behaviour of another LO who is perpetually rude to drivers on the telephone and has the habit of putting the phone down on Drivers, Terence Flanagan part of the GMB PDB delegation stated that he had indeed received this abuse along with another member of the delegation, we then went on to show evidence of this LO grossly abusing a position of trust, by upon receiving a written complaint from another employee of St Albans Council about a Driver [again a member of the delegation], she wrote to the Driver and issued him with a written warning without availing said Driver any opportunity whatsoever to respond to this complaint. We insisted that this behaviour be investigated immediately, two renegade LOs in a licencing department prepared to act in such a disgraceful manor was a disgraceful reflection on the Council. During our reporting on the disgraceful behaviour of these LOs we pointed out in detail the consequences of an accident involving un-insured vehicles on the advice of THEIR LOs.

It appeared to us that the Councillor was deeply shocked at what we reported to him, and we expect a quick response to our requests. Everyone may rest assured that if we do not receive the action required we will instigate as stated above, Guerrilla strike action, the behaviour so far of this Council is absolutely un-acceptable to our members.
