NO!

It was clear that Livingstone needed the taxi trade on his side when he introduced the Congestion Charge.
The trade smelt a rat,100% discount to start but what about the future?
It was clear the 'discount' would be lowered to 50% then 25% then removed completely.
Livingstone would have played the 'there is less traffic,therefore you are earning more than £8 per day (the CC payment),therefore you can afford to contribute' card.

As we have seen,the Congestion Charge did not raise the revenue Livingstone planned so he extended the CC area west as far as Earl's Court (and I have no doubt if he had won in May,east to Docklands).

Manchester learn from what has happen in London.

Boris Johnson has now scrapped (starts in 2010) the western extension of the Congestion Charge in London.

Does Manchester want some second hand CCTV equipment for it's proposed scheme?

Any lose can be made up by stop running empty buses on duplicated routes.

When the CC was introduced Livingstone said there was xxx,ooo of extra seats available by running extra buses.
That's is true.
They were empty then and still are.

This is were Manchester can learn from London.
Extra buses will run as part of the deal to introduce the CC.
But will the public use or need them?

As Brian Suter,the chairman of Stagecoach said of Ken Livingstone when announcing record profits;
'Everyday we light a candle in the window for him'.

It not just Tfl,Capita and IBM making money out of the CC.

The problem with a Vote is you tend to get The Non car owning tree Hugging money'd type that dont have to work for a living voting along with POBS (Pr*cks on Bike's) that are single themed obsessives that believe cars are the devil incarnate...and those two Groups of sad sacs make a large Voting body...and they will vote, no apathy with these guys..every man jack of them will Vote for a CC..where poor old joe Bloggs the hard pushed driver is more likely to give the Voting a miss..then wonder how the CC got voted in.
