can a fleet of hackney plated cars sit in a public car park at 2am waiting for a club to chuck out? some out on the road on double yellows.........

That is how it works in our town. We have 2 clubs. Outside one you rank up on the right hand side of the road on double yellows and for the other you rank in a pub car park. This is done with the full support of the licensing department and the police.

The ranking in the pub car park was actually the sugestion of the local police. When we objected they told us it's either the pub carpark or nowhere.

when the streets got full of revellers wanting to go home i suppose rules go out the window, cops want the folks gone by any means

I can't see the harm of parking anywhere you want to wait for a fare so long as it is not on double yellows or zebras etc and so long as the fare that gets into your taxi is pre booked if you are PH

If you are a PHV with a TFL sticker you can park, rank and Tout where ever you like in Central London.
But if your a Licensed Taxi You can only Rank on an authorised standing or risk getting a ticket.

Also the first clipboard man that we saw in central London , outside the Backpackers pub in York way, was there at the suggestion of Islington Police station. Even after receiving hundreds of complaints they never took any action whatsoever.
And that was before TFL's satellite offices. Infact it was before TFL.
The LTDA wouldn't get involved at the time, they said it would just be a one off.

im quite sure that a "london cab" (aka Lti) taking a flag down would get not a 2nd glance from a copper when it could be from outside that area, this is the crazy state of affairs

Do you mean a London taxi picking up outside the GMPD.
If you do, I must say that working any area other than London doesn't appeal to the London Taxi trade, other than picking up radio work to bring back into Town.
When we drop in the provences. 99.9999999% of London taxis head back like the clappers, its not worth our while mucking around with the work outside London.

no, i mean if a (say) brum plated Lti/"london" cab dropped off here (out of his area) and someone tried to hail him any passing copper wouldnt turn a hair...."well, its a taxi innit"

its all in the eye of the beholder
