In an ideal world there would be no PH and only hacks,
If every council where to lift restrictions on numbers and introduced strict quality controls this would do away with the them and us mentality
There maybe an increace in the numbers of cabs for a short while but they would eventually find there own levels

What about Limo firms?

What about executive PH?

What about minibuses?

what about facing up to Reality..these things Exist so learn to deal with it and work around it...and if you cannot do that it would be best to get way from it....Traffic Warden seems a reasonably attainable alternative career move( you could sleep soundly knowing you have done a fair days work)

how about only issuing as many HC plates as there are rank spaces? oh no........lol

or having only ONE discipline "taxihire vehicles", any shape, any seats (upto 8+driver) a meter, can ply anywhere, WAV optonal, and pay fees to 1 central UK office, MOT and CRB obligatory.

London is the easy one, use the congestion charge area as the knowledge area those who pass it can work in it without charge those who have to come in but have not passed it charge them.

If we PH out in the sticks here use just the One Oxen we can we can Pick up anywhere if booked one week in advance..however If we use two Oxen and a bigger Cart we need a special Bovine PCV licence....If we dont abide by the rules its a week in the stocks or a fine of 85 groats, repeated offences bring out the Iron Maiden and I just hate heavy Metal music...its a tough life!

IMO in an ideal world we would have a mixed fleet of vehicles consisting of HC's, saloons (and not the bar type), upto 8 seater vehicles etc that could be hired privately or hailed from the street all under one licence. They would be called TAXIS and have a roof sign to say so. All other vehicles such as Limo's, fun buses, party fire egines, converted ambulances etc would be the private hire only section. I think that could work :D
