toots... a simple question for you.... there is no doubt that wheelchair accessible vehicles would be the top priority in a new act.... how would you choose who were to drive saloon vehicles and who were to drive purpose-built.... would it not be simpler for the Government to state that all vehicles must be purpose-built..... :oops:
remember the smoking ban..... it soooooooooooo simple

no, that would, in itself, be discrminatory against others choice of vehicles, and anyway, why should a minority dictate a majority's choices?

You are quite right it would be simplier if the government said that all taxis or ph 'taxis' should be purpose built and that all such vehicles should be WAV's but what about the poor people who just want to be able to access a vehicle on their own 2 legs but can't lift their legs high enough to get into a WAV. The perfect vehicle would be WAV with swingy out seats for those that need that kind of access and an ability to lower itself up and down like buses for those with dicky legs, hips and backs etc. Does such a vehicle exist and if it does is it comfy to drive and can I get it in sparkly pink.

With regard to who drives what it should mostly be about choice from the driver perspective but the LA's should keep a close eye on the % of WAVS etc and have in place legislation to limit either or both of the vehicle types.

Being a taxi driver should not be considered a god given right there should be restraints on limits and there should be high standards expected from qualifactions, knowledge tests, crbs and vehicle standards. As was mentioned in a previous post taxi driving should not be considered a suitable dumping ground for all and saundry that can't get a job elsewehere and think 'oh well I'll be a taxi driver'.

why would it be two regulated industries? It would be one regulated industry with various vehicle types within it and that industry would be the taxi industry

It was just an idea, perhaps two regulated industry's would be worth investigating.
