Is that legal?

IMO....definately not.

Unless of course the vehicle is being used under that screwed up 'O' license system that allows bus operators to use vehicles under 9 seats?

But then, if thats the case it wouldnt need a plate!

CC regardless of whats written its the councils responsibility to supply a fully checked and trained escort if one is required, especially for special needs kids.
Any council that insists that the taxi or PH company pay and supply the escort is wrong or are trying to get out of there responsibilities

Utter rubbish.

The council could stipulate the escort supplied as part of the contract has a CRB check via them.

The above aside, these school contracts should return to local authorities with vehicles drivers and escorts provided by local authorities. (is that controversial?)

no, its a part time job for a driver and another vehicle per job to be purchased though..........

Q, are the drivers checked and licenced, are the vehicles tested by the council, do they all have hire and reward insurance, and carry all the equipment a taxi or PH has to have

In so far as I'm aware all those undertaking this type of work in Cumbria are;

The driver has to have a special badge provided by the County Council which lasts 3 years (I think), you only get the badge when you've provided an enhanced CRB.

Likewise with the escort.

The vehicles are either PHV's, taxis or coach's which are tested by the respective agencies.

I dont do school work myself.
