9.3. No words, letters or graphics may be displayed on the glazing of the vehicle.

its not on the glazing, its mounted inside

9.4. The proprietor of the Private Hire vehicle may display on the vehicle the trading name and contact number of the operator to whom all advance bookings for this vehicle are taken.

note ON the vehicle, sign would be inside

9.5. The words ‘taxi’ ‘taxis’, ‘cab’ or any words so closely resembling those words as to likely be mistaken for them are not to be displayed on or about any Private Hire vehicle and including on any sign or notice displayed on the vehicle or on any stationary or business cards.

no mention of taxi, etc

9.6. No other material may be displayed on the outside of the vehicle without the written authorisation of the Council.

not on the outside

Surely "on" or "In" would apply to the above Rule...in the same if your on a ship you need'nt have to be on deck or on a plane you need'nt be wing walking...a wee bit of common sense applys in how you interpret such things...

Synonyms: about, above, adjacent, against, approaching, at, beside, close to, covering, forth, forward, held, leaning on, near, next, on top of, onward, over, resting on, situated on, supported, touching, toward, upon, with

A moving amber dot matrix sign would be illegal under the lighting regulations, its as simple as that.

Exactly my point...Onboard means just that, to Travel On Something, whether it be a Car, Aeroplane, Boat or Train....u would still say On or onboard even though in reality you are usually riding within such vehicles...
