8-16 seats requires a "COIF",a VOSA ops licence and a D1 badged driver

9-16 seaters of any type are classed as minibuses
(for the present weddings and funerals are exempt)

No sorry that won't cover it. You forgot restricted PCV licensing. Also simply asking the firm if they are licensed will not cover anything. They will just say yes. You would need to be prepared to actually do some follow up checks. Most punters can't be bothered. The same with taxis and private hire. The punter will never check the license details.

All have to have a oporaters license issued either by Vosa or a Council

except wedding ,funeral cars. So a punter should ask to see the oporaters license or be told the issue number

I know a hackney operator with a "taxi" ops licence can run 2 x 9-16 seaters without a vosa o-licence as "occasional/not main course of business" though

Since when? He would still need a restricted PCV operators license. And in England at least a hackney operator does not need an operators license.
I think you had better leave the limo licensing issue to someone else.

i had emails off DVLA and VOSA on the subject and also about D1 101 removal tests

No. They may be used to operate other types of taxi service when they are not being used on a local service. But while being used on a local service they must not ply for exclusive hire or pick up passengers waiting at taxi ranks but must operate the local service as registered.

Is it worth applying for any other kind of PSV operator’s licence?

Yes, a restricted PSV operator’s licence will let you run 2 vehicles with up to 8 passenger seats as PSVs (but not as taxis) as well as your taxi(s), and if the bulk of your earnings will still be from taxi operation, you may be granted a restricted licence for 2 PSVs with up to 16 passenger seats. But you must first satisfy the Traffic Commissioner that you are of good repute, appropriate financial standing, can maintain your vehicles properly and obey all parts of PSV law. Yes as it says you would need a restricted "O" license. This would of course not mean that with a restricted "O" license you, or anybody could run 16 seat limousines, which is what a few limo ops think they can. The vehicle would still need to have a COIF before it could carry over 8 passengers for hire or reward. You could run 2 minibuses with upto 16 seats on a restricted "O" license if they have a COIF which most proper mini buses do. Some limos have been registered as mini buses.

They went out with "on the buses"

It doesn't matter what you put because at the end of the day the punter doesn't care if the vehicle is licensed or not. I get calls all the time and it doesn't matter what I say to people for instance if they ask for a 16 seat Hummer, I have now given up telling them the legal bits and bobs because they just say they want a Hummer. You get them also saying there are 9 in the party but one is very small so that will be ok for the 8 seater won't it?
All you will do if you decide to put something down on paper is end up getting in trouble for putting something down that is not correct.
