OMG you mean it isn't  and there isn't a moon monster that eats it which is why sometimes it's small and then goes to sleep so the moon can grow back. Oh you are such a bad grandad spreading such lies

I know a hackney operator with a "taxi" ops licence can run 2 x 9-16 seaters without a vosa o-licence as "occasional/not main course of business" though

Since when? He would still need a restricted PCV operators license. And in England at least a hackney operator does not need an operators license.
I think you had better leave the limo licensing issue to someone else.

Good advice

It doesn't matter what you put because at the end of the day the punter doesn't care if the vehicle is licensed or not. I get calls all the time and it doesn't matter what I say to people for instance if they ask for a 16 seat Hummer, I have now given up telling them the legal bits and bobs because they just say they want a Hummer. You get them also saying there are 9 in the party but one is very small so that will be ok for the 8 seater won't it?
All you will do if you decide to put something down on paper is end up getting in trouble for putting something down that is not correct.

Same here, waste of time trying to educate the public one by one  gave up trying to do that about 18 months ago. ](*,)

Why :?: :? I have a page on my web site dedicated to Licensing
I simply explain how I am licensed and how many passengers I can carry in each vehicle and leave it for them to decide.
No matter how hard I might try and explain the risks involved, they will soon locate someone who will dispute everything I have said and offer to cram as many as they can sqeeze in.
Let's be honest, if your so confused about the licensing issue with Limos  what chance have the public got

I'm not moaning mate.
Your the one who who wants to debate the subject.
Wasted 18 months of my time with doing just that.
Don't criticize someone for not doing something, when you don't have all the facts.

I think you might have a little to much time on your hands, as you always seem to try and develop posts

"or do we just leave it in the hands of our venerated LO's, Vosa and the police?

I don't know? have you tried bringing your concerns to their attention, to see what they have to say on the matter?

If you buy stolen goods, you break the law.
Why is it ok to hire an illegal limo?

Again, you make assumptions

Without my input and advice, LDC would probably still NOT be licensing Limousines 8) .
Along with MANY OTHER legitimate Limo operators, we attempted to do the very thing you suggest.
However, for a number of reasons(one being lack of support from the very people we tried to help) I decided to just concentrate on running my own business.

Quote i have no vested interest in limo operations

You also know very little, about it.
