Nice to see I'm dealing with one chap who doesnt realise even in the provinces the HC laws date back to 1847 and another who is merely guessing.

Actually NO skippy we were deregulated 15 years ago and on paper every car in the district can be on a differant rate BUT the customers rarely notice except that one or two charge £3.00 minimum fare they always choose the saloon cars

London HC Guidance!

Page 14, bulletpoint 35;

35. Obstructing other vehicles (Act of 1831, s. 51) A cab driver must not:-

(a) obstruct or hinder the driver of another cab in taking up or setting
down a passenger;

(b) take away from another cab hirer his legitimate fare. In any such case
the justice before whom the complaint is heard is to decide whether the
other driver was fairly entitled to the fare.
(Penalty Level 1 for each of the above offences).

So what your saying is, as the fare is the maximum that can be charged some are undercutting and the punters are going to the cheapest cab every time one is available.
we are also deregulated in fact we never have been regulated from day 1 but when it comes to charges the council insist that the meter be on from A to B and you can if you wish give a discount then

so if im at the back of the rank and i see in my mirror a pair or elderly folk approaching and they get to me first i shoul dtell them to keep walking to the front car on the rank?

discount....fare cutting....tomatoes/tomatoes potatos/potatos, welcome to the real world, same thing, but if the meters on its only the maximum, like you dont HAVE to drive at 30mph in a 30 zone, and yes, punters should have the choice

ok, so on a rank populated by 6 or more different circuits a punter MUST get in with a company they do not wish to patronise?...thats a socialist state

No but I don't suppose you'd be best pleased if you turned up for the punter and found out they just left in another PH that quoted 50p less than you, or had a nicer motor.

BTW has it ever occured to you why cabs on a rank generally line up one behind the other? If it were the intended purpose of the rank for the customer to pick whatever cab they wanted, wouldn't it be easier if they parked side by side?

the public cannot be forced which rank vehicle to get in, and any HC driver on a rank approached with the question "can i get in any of these" who replies "only the one at the front" is either a muppet or bone idle...

Best not try and get a cab down here then, you'd be getting truely irate.

It's a matter of manners and common courtesy, front cab gets next fare, simple as that.

As for the original question, it happens sometimes where a punter gets in the second cab because they think the first is loading, mistakes happen, I'm sure if it's a genuine issue then the driver of cab 1 wouldn't be to p!ssed off when you drive off around him, it's just unfortunate.
