I think Manchesters 'controlled expansion' is quite retarded.

Not the case as I understand it. They sometimes issue more than recommended but there are reasons for that albeit political ones. But it means that good mushers who have done their time renting are on a moving waiting list

Sometimes?.....when was the last time they issued the number of plates as recommended by the UMD survey?
