They should not ply for hire In area's of private land and in our city's case, the railway station rank unless they have the required station permit.

Now, on the one hand you talk about hacks parking up, and on the other you talk of plying for hire.

My Hack is parked on private land right now. Is it parked legally?

It is parked and not plying for hire, BTW.

Where in Lincoln can I not ply for Hire? In your opinion.

And the Station forecourt is private property, and the PH "lurkers" are quickly finding out that Midland trains have a new parking attendant who is out to make a name for himself, pouncing on any private cars, and illegaly parked private hire cars who lurk too long, and even on Station staff who have been parking there on days off to go shopping. He must be on commission, the amount of tickets he's writing.

I think it's great that someone is moving on/ticketing the cars that shouldn't be there, don't you?

On the rank there yes, i certainly can't see why not as long as you have the correct permit.
