passing a customer over to another operator (where the customer then does the booking direct) isnt cross border hiring as the public has the right to book any vehicle from anywhere...........unless you know different

My best guess is that the firms who are offering these PH firms bookings for airport runs aint licensed.

They are therefore IMO accepting a PH booking without a license, which is obviously illegal.

If they are licensed, they they cannot sub contract that booking across borders, unless they are based in London.
