a licence application can only be granted or denied.
an L.A has 6 months after the intial application to come to a decision one way or another.
the people on the ipl have applied and been denied a licence. should a sud be identified and fresh applications recieved from people on the ipl or not, makes no differance, its first come first served im afraid ,they have no greater status than any other fresh application.
why?
do you! think they should have first dibs on any new licences.
simply becouse theve been set aside on an illegal, immoral closed list

Ditching cap on taxi numbers not fare for the city

HOW convenient for Halcrow to do the study of demand of taxis in December (Fresh move to ditch cap on taxi numbers, News, March 5). Does Halcrow take into consideration private hire?

The de-restriction of the taxi trade would be a massive mistake not only for the taxi trade but the whole public transport infrastructure. We don't want to undercut or compete with buses or trams, but we will have to just to make a living.

There would also be a massive decrease in investment in new taxis, and a massive decrease in an already dwindling turnover of incomes.

De-restriction would lead to the opening of the trade to criminals or mass gathering of plates by private investors who would put plates in driver names.

They would then buy older taxis which would ultimately lead to flooding the market with taxis.

Low demand massively outweighs high demand as we are seeing just now. There would not be 30, 40 or 50 applications, there would be hundreds of applications.

De-restriction of taxis would be a disaster and the solution is to use Tariff 4 of the table of fares at times of high demand. This would increase the number of taxis working at times of high demand.

By doing this, the council could justify a rise in test fees and driver fees to sustain the cab office.

I don't see how it could be anything else. Those one the Interested Parties List (IPL) still have to reapply. If you get in there before anyone on the IPL, then you have a live application up and running and the statutory process kicks in.

I know one guy on the IPL who's fecking raging about all of this. He tells me his application is going in this week. He believed the council would give those on the IPL, the heads up, allowing them to apply first. I must admit I thought that would've been the case too. :?

Legally speaking, the IPL is just a list of refused applicants, nothing more. They must re-apply with everyone else.
All valid live applications must be treated in the same way and on their own merits.
Without a survey showing no SUD, they cannot refuse any application on grounds of numbers.
It would take time to organise another survey, even if they wanted to, so the cap is off until then.
