They were going to try it in Newcastle......but failed.

I think the council has sole responsibility for the setting up of the rank, and drivers must adhere to any council rank by-law, but drivers still must wet the beak of the land owner to get onto the land the rank is on.

If it's the price of the beak wetting that has got you the hump, then I have it on good authority that a taxi/PH branch of trade union has made an official compliant to the Rail Regulator over an 'abuse of a dominant position' by all the rail companies.

Only time will tell what the outcome is, and maybe that union will join forces with other National Association to take this whole issue forward.

The councils by-laws will still apply to taxi drivers in their own manor.

British Rail's by-laws give their police authority over British Rail Property,, if you do not have a permit and they tell you to go you will be prosecuted.... under their by-laws

Are their by-laws not secondary legislation? :?

They did it in Chester.

However they refurbished the station and moved the rank.

the reason i asked is that there used to be an alternative rank outside the station, which admittedly the station taxis used as a feeder rank, however after refurbishing the front of the station they removed said rank and it was not fought to be replaced by the "trade representatives (represented there own interests) at the time "of the decision makers at the time before they start whinging one is now the leader of the council !! another is an nvq assessor make of that what you will !! never once did they fight for the benefit of the trade and as they both read this why not list your achievments for everyone to see !!! the tumbleweeds are running across your empty spaces!! i would also like to point out that i have no "hump" about having to pay, as i rent a plate and the owner of the plate would have paid for a permit but i asked him not to do so as it would go against my principals,if i cant go out and find a living in a city as big as york !! i shouldn't be doing the job and certainly not paying twice (plate rent) for the privilige of doing so one final point i have to laugh at the so called represantative of station taxis!! he likes to see his name in the paper heres a question for him and all the multiple plate owners who have been telling everyone about the credit crunch have you dropped your rental prices and the rents for drivers ?

The one achievement that springs to mind is when you were out of work and I negotiated your plate rent for you, if you recall it was the cheapest in town, you come on here and call everyone brainless and then you gave him another £20 on top as you thought it was too cheap.

At the time of the refurbishment, Gerald Grisdale was the chairman of YTA and he and I attended several meetings with the council, the plans were altered several times and we fough hard to keep the rank, as you were not a member of YTA you were not kept aware of the situation, it really is sad that after all these years you behave like a petulant child and refuse to speak to me, choosing instead to air your views on a public website. May I suggest you turn your views to something positive instead of constantly pillorying me, if your selective amnesia will allow you to search your memory bank you will recall several times when I have been positive in furthering your cause.
