He is saying that the council will only license as a cab to new plate-holders a TX1 or 2, in my view it doesn't mean a brand new one.
The bit towards the end is saying that the gov are reviewing (OFT inspired) the sense of councils only having £30,000+ TX's, as opposed to the option of an E7, Merc etc etc. They will be giving guidance sometime in the Spring. Also there is a chance the PCO in London will also allow the other type of WAVs, which should prompt you council to change their minds.
