The mush on the street is 'touting'. The law is crystal clear on that.

And the mush on here only has respect for legal loopholes if they can be found. Obviously Charlie can't find one but is hoping that somebody on here may point him in the right direction. As I said earlier he is now assisting PH to take trade away from HC's by helping them set up a sub office in a club. He will then go and assist HC at the very long named BBBBB whatever association. The mind boggles :roll:

Having said that why would the council say 'if' lawful surely they should know :shock:

I totally agree with Sussex, but the interesting thing is you say the nightclub is being used as a booking office, if so it will still be required to be licensed or at least have to be placed as an extension on the original licence, it would be interesting to see if the booking office was placed in the entrance/ exit of the nightclub, because this could well become a concern of the fire brigade, and if so because of public safety grounds have a bearing on whether or not the licensed should be granted ..

The point you raise is a common one, but I think if we look at the draft best practise guidance maybe an answer to that issue can be found.

The guidance says;

Record Keeping

75. It is good practice to require operators to keep records of each booking, including the name of the passenger, the destination, the name of the driver, the number of the vehicle and any fare quoted at the time of booking. This information will enable the passenger to be traced if this becomes necessary and should improve driver security and facilitate enforcement. It is suggested that 6 months is generally appropriate as the length of time that records should be kept.

Can't quite see how any block booking system will meet that guidance. 8-[

I fail to see how this information will help to trace the passenger if his name is fred bloggs and he wants picking up at the royal horseshoes and want to go to the city centre.

"Block bookings" do not include, who, what, when, where , time, cost etc... most details that are required under the 1976 legislation before the cars are let out of the starting blocks.

So a "block booking" amounts to an invitation to PHV`s to (illegally) ply for hire outside the club then???

Makes no sense IMHO

Try copy & paste to a Word Document & then when you have it in one piece, select all, copy & paste to TDO.

If you have scanned it to Mail & created a PDF (my scanner allows that), then open the saved scanned PDF, click on file & you then have the option to save the PDF as text. Save it as text (new file & name) then copy the text & paste to TDO.
