It is Alleged that Scottish Borders Council are to introduce the requirement for all drivers that undertake school contracts to have a medical.
They have forgoten one thing if true, because they have, or about to introduce this requirment, they must pay for them

No there is no requirement for a medical until the driver reaches 60, then every 3 years and the council pays for it

they are also going to insist on drivers having an enhanced Disclosure scotland document under 3 years old and also Proof of some driver training (Though it doesnt say which training)

this isnt the taxi Licensing that insists on it, they are more relaxed....its the School transport dept of the same council. funny that they could not have told us all this months or weeks ago but instead tell us on the day some of the transport tenders plop through the letter box with only 4 weeks til the new school terms start. even then theres a conflict within their new "must haves" where they say that these things must be supplied no later 8 weeks after the contracts start or your contract will be terminated immediately and on another part of the same SBC tenders contract it states that these things should be lodged with them before they will even consider you for a tender..which is it??

And....its up to us to pay for new Disclosures at £23 a throw even though the ones we already have are perfectly fine and do not have expiry date on them..simply because they are only accurate at the time of issue...

Strange world..

Apparently due to the reorganisation they have moved everything to Parker towers, and the fact there is a new guy in the transport department is it any wonder the whole thing is fecked up
They are trying to say this was introduced by the Scottish Parliament what a load of balls is them trying to get more money out of the owners/ drivers
if a driver or owner goes ill or has to go away normally they get another company to cover the contract, this can no longer happen if that driver has not got an up to date discloser or a medical and what about the points system.
Mind you it does not matter relay as only 2 company's in zone 2 are getting contracts and its feck the rest time as usual

The Rumour is true
I have just received half the rain forest in a bumper bundle of contracts available.
Enclosed was a letter from the council that a meeting will be held on Thursday 30 th of July at 11.30 Am at Parker towers Newtown st Boswells to clarify any queries within the altered and new schedule 2 conditions of contract

vehicles and drivers.
33, The contractor must ensure that all drivers are fit and proper to deliver the services described in schedule 1, To ensure this the council contract manager must see a valid original enhanced disclosure through DS and a valid medical certificate, which will then be logged on the council passenger data base, once logged drivers can operate any council contract over the next 3 years period.
failure to complete this requirement within the first 8 weeks of the start of the contract will result in the contract being withdrawn from the contractor with immediate effect.
The council reserves the right to determine whether an individual is, or is not a suitable person to drive vehicles on transport contracts, and to notify the contractor of this decision in writing.
After receipt of such notice the contractor shall not continue to employ that driver on journeys which operate on contract to the council.
The council shall be under no obligation to give reasons for there decision

After 3 years of being on the council passenger transport database contractors and drivers will be randomly asked to provide a new EDS checks or medical certificate failure to supply this will lead to the driver being removed from the contract.

What a load of Balls, if a driver or operator has already been licenced they have already had an enhanced discloser done and they don't require a medical until they reach 60
If there licenced they are fit and proper FFS

Another way to look at this is that one part of your council is saying that another isn't doing it's job properly

They can stuff there contracts, I have never done any and going by the list quite a few 6 seater's are required this year, 286 contracts available 141 are 6 seat ones.
And in some booster seats are required and the operator must supply them this year, there is one where 5 is required for 1 contract.

I think this new guy in the transport department has lost the plot but hopefully he will get the message next Thursday

This is bureaucracy gone mad.

You should work to build a boycot of council contracts, launched by parking up in front of council offices.

Councils in Scotland have developed into little more than fascists.

It's time they were reined in.
