Is it still going?

I checked their website http://www.scottaxifed.org/index.php , no idea why, just thought I would have a nosy, and there's been no update since May. I was going to join a few years back, didn't, obviously, and was maybe subconciously thinking about doing so again.

Is it worth joining, or do I learn as much here?

Yes, they do a grate job of sucking up to Kenny MacAskill, together with trying there best to bar entry to the trade unless you have the cash to 'buy' a plate
