Cabbie Denies Masturbating While On Duty, Demands License Back

NEW YORK (WPIX) - A New York City cabbie is suing the Taxi and Limousine Commission to get his license back upon being accused of touching himself while on duty in March 2008.
A father of two, 55-year-old Angel Bautista had his license revoked after he allegedly masturbated in front of a female during a ride through three boroughs. According to reports, his hands strayed far from the steering wheel during the trip.
The woman had been his passenger six times prior and was headed for a doctor's appointment in Brooklyn.
Horrified, she said to Bautista, "You're not doing what I think you're doing," to which Bautista, with a jacket in his lap, replied, "I can't be doing that. How can I do that and I'm driving a car?"
Furthermore, he explained to the woman that he kept tissues handy because of his "seasonal allergies," according to a report from Administrative Law Judge John Spooner.
He claimed he had no idea that his fly was open after a trip to the bathroom at the start of his shift. "I was in a big rush and I didn't realize my zipper was down," he said.
Bautista claimed there is not enough evidence to prove he was touching himself on duty, and demanded that his license be returned to him.
After arriving at Memorial Sloan-Kettering Cancer Center in Manhattan, the woman called 911. She accused Bautista of reckless driving because the car was "jerking" and "drifting off to the other side" while he fondled himself, the report said.
In a statement, Spooner said at least four other drivers have lost their license for similar offenses.
