How would you go on if you have cctv in the car and you are transporting kids to school? You can't even take pictures at sports day or the nativity play.

But they are public spaces my cab isn't, perhaps the back is, it's one of the reasons I'm dedicated to purpose built taxis with the physical barrier between driver and passenger.

Recording of audio as well as visual images seems to much to me as I have said perhaps a system that is operated with a flick of a switch would be more acceptable, I can just imagine having to explain to a group of drunk people that cctv is in operation at 3.30am.

It's because it's my place of work that makes it even worse, there has to be some element of trust, who wants to live in a country where your every word and action is recorded just incase?

I think I'm right (but I'm often wrong) that if you make your own Mickey Mouse system you are illegal. The system must mean that the Pictures/Audio are only accessible by the Police or other Authority and even they need a warrant I believe. You must have signage that CCTV is in use as well
If you can access you could keep the pictures for your own titillation (or sell them for titillation of others).
I would a like a system that records "outside" as well - it would make insurance claims easier and "dangerous driving" for those who like to cut me up - fines for those who think that the bus lane is OK for them because they eat Crunchy Nut and they saw the advert and especially for the cyclists who have never stopped for a red light.
Keeping me safe from my passengers, keeping my passengers safe from me - these are almost side benefits.

The hard data can only be used when there has been an incident, no one can get access to the hard drive only the Police and the CCTV control staff.

I've always said, if your against CCTV you've got something to hide.

Nothing to hide if you disagree with the surveillance society,a lot to protect though, in similar courses of events throughout history when people were complicit with the removal of their civil or human rights it usually paved the way to a complete and utter tyranny.

I'm not at all convinced by some of the answers that have been given so far, the law seems vague and confused about this issue and we don't even know who is ultimately responsible for complying with the DPA if it needs to be complied with at all? is it the Licensed driver, the council or both?

Obviously the person who is going to enter the vehicle has to be made aware that they are going to have their images recorded and their speech apparently? So that implies that you need their consent to do so.

I think that you require signage that tells people that recording is taking place but you do not need their consent. They have the option of not getting in. You don't get asked for your consent at any place that I know of.

Stickers on the window does the trick ours say, for your safety images are being recorded.

Thanks for the glowing recomendation GBC, we aim to please :D
