Examiners at the Public Carriage Office, were appalled when they found out about his past and tried to prevent him sitting the exam.
'The safety of the public is at risk,' said one, adding: 'This guy killed his wife and if he passes the exam we are going to put him in a cab, on his own, picking up lone women all over London.'
At least one woman examiner at the PCO has refused to be in the same room as him.
But the examiners were overruled by senior PCO and Transport for London officials.

A TfL spokesman said that his manslaughter conviction was 'spent' under offender rehabilitation laws.
'If a conviction is spent, a conviction is spent,' he told the London Evening Standard.
'If we refused (such) an applicant we would be subject to legal action.'
The man is understood to have convinced doctors that he is no longer a danger and is taking drugs which have brought his paranoid schizophrenia under control.
The cab trade is still reeling after John Worboys was convicted of sex attacks on women in his cab.
Courtney Connell, a former PCO examiner, said: 'It is totally outrageous. People at the PCO are going crazy about this.'
George Vice, a member of the RMT union's cab drivers' committee, said: 'I cannot believe this is happening and nobody on the committee can either. If some action is not taken, I'm sure the RMT will take it.'
TfL applies the principles of the Rehabilitation of Offenders Act in deciding who to block.
The TfL spokesman said: 'We go through a great many processes to check that an applicant is suitable.
'Where someone has a conviction for a violent crime we look at the circumstances of the offence and their subsequent behaviour.
'We have consulted all the relevant parties on this application, including healthcare providers, though the final judgment is the PCO's.'
The man was unavailable for comment.

Is he on the sexoffenders register? Surely that would preclude him from random contact with the public, which this job is.

He murdered his wife and the chances are the only person likely to be in danger is any future wife. I don't think there is any reason for him to be on the sex offenders registar but I might of missed that bit when I was reading it

Convicted killer trains as cabbie


London taxi drivers are planning to demonstrate against a paranoid schizophrenic killer being allowed to study to become a black-cab driver.

The man, who cannot be identified for legal reasons,(But he has in the newspaper link :? ) strangled his wife in 2000 and was jailed indefinitely for manslaughter in 2001.

The London Cab Drivers Club said the move jeopardised the industry, and it would be organising a protest.

Transport for London (TfL) insisted "checks and balances" were in place.

The 38-year-old man, who was detained under the Mental Health Act, was released after the parole board assessed he was no longer a risk to society, which left him free to pursue work.

A TfL spokesman said it had insisted that the convicted killer would have to undergo annual medical reports as a condition of his taking the exams.

Rigorous checks

The decision to allow him to take the exams was also being scrutinised by two independent reviewers, TfL said.

"All applicants with a previous criminal conviction are subjected to rigorous checks and we work closely with the Metropolitan Police and the wider criminal justice system before any decision is made to ensure they are suitable to be a taxi driver," said the TfL spokesman.

"In this case we received reports from all of the relevant authorities and evidence from clinicians and the decision was based on that evidence."

Bob Crow, general secretary of the RMT, said taxi drivers were "rightly appalled at this shocking news".

"This situation should never have been allowed to get this far and that's a massive failure of the procedures," he said.

A spokesman for the Sainsbury Centre for Mental Health said it could not comment on an individual case.

But he said: "The vast majority of people with an illness like schizophrenia can still work and can still lead decent, productive lives.

"Having a condition like schizophrenia - you can recover entirely from it - should not in itself preclude someone from working."
