I think it's all to do with the forthcoming despatch office licensing legislation.

Just a case of government recycling the same old news time and time again to make it look like more than it actually is.

If you see the word 'crackdown' or 'clampdown' then it basically means something they've totally neglected and cause a complete mess and want to make it look like they're riding to the rescue.

There still would be ph skip, unlicensed ph.

Also what would stop these people owning or buying hc radio circuits?

Thats Nonsense skip...theirs good and bad in both Taxi and PH trade, besides it would only serve to aggrivate the hacks as their numbers increase dramatically by Migrating PH drivers, and its no use saying that it will weed out the bad ones as they'll get hack licences dead easy just in order to keep up with demand....and this is not about Hack versus PH, its about weeding out of the criminals. Why deny customers the choice of Hack or PH when it will not cure the ailment in the first place.
