And drivers, is there anyway to find out, I would have thought around 250,000 vehicles and 300,000 drivers

Part of the Dft consultation reads "Research undertaken as a part of this project assessed that there are currently around 85,000 licensed taxis in the UK (around 74,000 in England and Wales). This figure excludes private hire vehicles." i could not find a figure for PH

I doubt you will cos there are some many different types of PH. I don't believe there should be PH 'taxis' so to speak.

The last figure I saw for PH was 268,000; that was about two years ago &, if my memory still works well, was on the Office for National Statistics web-site.

So Mr Skippy41, you will need at least 13,400 people to assist you!!
