Council plans to extend CPOs' powers


Community Protection Officers in Nottingham could soon be allowed fine residents up to £300 for leaving their car engine running under a new city council proposal.


Nottingham City Council is looking at plans to extend its CPOs’ powers to enable them to hand out fixed-penalty fines from £50 up to £300.

Offences would include smoking in no-smoking areas, leaving rubbish bins on the street and leaving the car engine running.

Richard Antcliff, the council’s chief anti-social behaviour officer said that the powers would allow CPOs to tackle low-level anti-social behaviour and annoyances.

He said: “They are uniformed officers, they fit under the police banner. They are effectively seconded back into the police. They have always had fixed penalty notice powers for things such as graffiti and littering. What we have given them is some more powers.”

The fixed-fines for people leaving their car engines running has been introduced to prevent taxi drivers in the city from parking in non-allocated areas.

He said: “What we have found is that at key times the taxi bays will get filled and then the taxis will start to wait on the road itself, causing blockages. It’s about communication and being proportionate with it, so first we ask taxi drivers to move on, but if they didn’t there is this power.”

He said the power can be used in other circumstances as well, but would not necessarily mean anyone in a stationary car with the engine running would be fined.

It's been all over the local news today, I can see them getting a right ear full when they try to ticket the cabbies, Allah won't be to pleased.

How does a switched off engine as compared to a running engine prevent illegal parking??

You didn't realy think the press would report the story correctly did you? The fine for not turning the engine off after 3 minutes is for poluting.

I would think that if the engine is runnng you are not strictly parked. If they force you to switch off your engine after 3 minutes then you would either have to move if you were waiting in a non allocated parking zone or risk getting fined for not switching the engine off

The Tories, they've only been in power for a few months and already they've made some classic cock ups.

1. They've stopped the phase 3 extension of the tram, this tram system carries over 1 million passengers a year and makes a tidy profit.

2. They've shaved £40million off next years budget meaning social services are going to be hit the hardest.

3. This fine lark for leaving your engine running.

Drivers who leave engines running to clear screens face fines under 'idling offence' rules

Motorists who leave their cars running on frosty mornings to warm up the engine and clear the windscreen could face being fined under anti-pollution rules this winter.

Drivers are being told that leaving a car idling for more than a couple of minutes wastes fuel, and they could be served with on-the-spot fines of up to £40.

However motoring groups have warned the rules should not be used to stop responsible motorists leaving engines ticking over while they remove ice and condensation from windows.

Many councils now enforce the 'stationary idling offence', which was quietly introduced by the Government in 2002.

It is particularly aimed at drivers of buses and taxis who sometimes leave engines running for half-an-hour or more while waiting for passengers, pumping out pollution unnecessarily.

One of the latest authorities considering imposing the rules is Sefton council in Merseyside.

It says running engines while a vehicle is not moving is an 'inefficient use of fuel' and results in the release of gases that have a 'negative effect on both climate change and public health'.

Fines will start at £20, doubling if they aren't paid within three weeks.
David Tattersall, executive member of its environmental committee, insisted officials wouldn't be fining motorists 'left, right and centre'.

'It is more about advising people to switch off their engines to reduce vehicle emissions and prevent air pollution,' he added.

So when its minus brass moneys outside a driver has to sit there waiting on the welder to turn up.
Dont they realise every time the engine is allowed to cool down the choke comes on to help restart it and stays on until the temp has risen enough to turn it off, thus putting more fumes into the air
