Well no, the unmet demand is a regulator in it's own right, and there is no other real way regarding numbers, however like you and Sussex I also don't like someone sitting around whoring plates out, the idea is one man for one man to get a living from, this 5+ plate ownership isn't really what the trade is all about, and locally it was non existant up till about 15 years ago, I think the correct solution would be to insist the multi plate holder sell on the surplus above one so they re-coupe their outlay and the rule would have to be from then on, one plate per one name.
