I think this report just confirms that many councils treat the 1985 act with contempt, and the request by the DfT for info with even more contempt.

Yes, because it asks whether the council has de-restricted or not & when their last survey was etc.

PH are already de-restricted by the LG(MP) Act 1976.

A number of councils are looking to permanently re-restrict, like Reading, Bracknell, Neath and Southend, or at least keep the freeze on new applications.

But a number of councils are still looking to de-limit, like Thurrock and the three restricting zones in the new council of Cornwall (Carrick, Penwith and Restormel).

Thanx Brum but I still can't work it out. Restricting the amount of Hackney Carriage and people actually wasting money constructing these reports is pointless, Councils can hold their chests out pretending to help drivers or value of plates all they like but if they're going to throw licences about like confetti to private hire then these reports are a joke. Sefton have ticked all the boxes with a 'YES' and restricted the number of hacks to 271 but now the job for hackney and private hire is at an all time low. When it comes to figures then the two should come together.

All the government / DfT are interested in with these surveys is to monitor which councils are adhering to de-restriction as per section 16 of the 1985 Act.

There are still councils that restrict Hackney licences, but do not have regular surveys.
