I told them that the case decided on by the Lords was a London taxi.

A vote was taken by the council and the proposal was defeated another
victory for the Taxi Trade.

Held: A policy can be appropriate if each case treated on merits and the policy does not unreasonably fetter the discretion of the Council. Councils can set harsh limits so as to achieve a good standard of service.

I know about this thread, but need to research some licensing committee minutes of past meeting before I commit myself to 'black & writing'

But from memory . . . the geezer may have attended the first meeting on the satellite PH office at which the proposal was defeated by votes of 2 For, 3 Against, 2 Abstentions. No PH satellite office.

However, the matter of the PH satellite office was then swiftly brought back to a specially convened meeting of the Licensing Committe to revisit this subject. The special meeting was for this item only; no other items were on the agenda.

Apparently, the City Solicitor advised the committee that certain procedures had not been correct & that there was no lawful reason why a satellite PH office within a night club should not be licensed.

At the second meeting the satellite PH ofice was approved by the Licensing Committee. Alan Fleming FAILED to attend the second meeting & I don't know whether he attended the first meeting, but I will ask Ron Pearson about that, who I speak to regularly.

With regard to the age limit on vehicles; this item was approved, but only the first stage was implemented initially until the recession is over.

So to summarise on the age limit policy;

Hackneys will need to be no older than 14 years from 1st April 2010, unless they pass an Exceptional Condition Criteria. The maximum age of Hackneys will eventually drop to 10 years, once the recession is over, but again they can continue to be licensed providing they pass the ECC.

PHVs will have the same conditions except their ages will be 8 years initially, eventually dropping to 6 years.

I believe I posted these details on this Forum at the time of the meetings.

I will check during the week & if I there are any errors in this post I will correct them in a subsequent one, but I'm pretty sure the above is correct.

14 years sounds reasonable, 10 is a tad too short for 'out there'.

I would imagine that would create financial problems for some drivers, that said you may well have the choice of cheaper vehicles?

I only asked because generally speaking Mr Fleming is a mine of information, but is prone to selective memory on occasions when it comes to 'county' issues.
