Feck the council you don't need permission to have a new years party.
Get a band charge the punters a pound each that will pay for the band and have fun

That would require a license and a risk assesment and policing, etc, etc, etc.

Only if it's official, if ppl get together on the net to plan a party all that goes away as the council can't be held for independant actions.

Personally, welcome the world that's now in existance, can't fart without a license, all you need to do in a real world is section off where it's happening and anyone entering signs a disclaimer, everyone wins that way, nobody to sue the council and everyone focused on what it is, a party.

If it's in a public place then the council insists on stewards and insurance. If a street has to closed notice has to be given and Police have a duty to comment and again will involve stewards, notices on lamposts and so on. It's all about heath and safety now and is not like the good ald days.
