I had the same problem with the fiat scudo, it turned out there was a slight oil leak that was traced back to the turbo!

Sounds like a lose wire on the turbo or something daft like that. One of our lads had the same thing happen to him last week while on his way to Birmingham, he could only get 40MPH on the level. He took it to the local Pug dealer who got it straight away, lose wire to the turbo which when connected sorted the problem.
