Blimey this thread is nearly a year old. However it's as relevant today as it was then.
We all know the problem is that most councils think the VOSA should deal with them, and all VOSAs think councils should deal with them. Alas it would appear councils are far too busy checking fire extinguishers to deal with such death-traps as stretch limos.
What is needed is for the government to put the onus on licensing/checking these things on councils, and if they then fail to deal with them properly, then hold back any grants until they do deal with them.
A bit like how they are going to deal with those councils that don't comply with the quota Action Plan.
