On what grounds?

Manchester-v-King says that a council can only recover the processing costs of an individual license. Different for vehicle licenses where a council can add just about any (reasonable) cost to that.

In that case it was a traders license, but it also applies to a taxi/PH individual driver's license.

Therefore it is impossible for the cost of a bit of plastic, a few sheets of paper, and 10 minutes of an LO's time to come to £138.

Now what I would do is to ask your council for the actual costs of processing a taxi/PH driver's license.

Or maybe join a union that will ask for you. Maybe the same union that questioned how Derby could give a rickshaw a PH license when they had no powers to do so.

while i dont have big problem with the end price .this should of been fazed in over say 3 years so its not a big jump and then a small increase every year only to cover costs.
the idea behind the ops lic going up so much is because they have a lot of one man bands doing schools and this takes them to much time to do paper work they say so making dearer might push the drivers on to the main ph operator who seams to get a lot in there direction. there was a discount across the board for putting on a wav but now they are taking that off the hackney and giving more discount the ph........... about 60% of all ph run on one firm. and the hackneys can run and jump..........wbc allways want cabs/cars for schools they might struggle now as the main operator bans private work or drivers haveing there own lic. but if you want a school they can get it you at there price

Now if that is the reason for putting the cost up I would say that it is 100% illegal.

From what I can rember they went to anther mbc who had a lot of small one man op lics which is a lot of paper work they put the single driver op lic up and they went from about 130 operators to 1/2 dozen less paperwork same revenue....so I think that's the idea
