Simple qualification scheme would solve taxi dilemma


A LOT of people in Wyre Forest seem to be angry and upset about the district council’s policy on licensing only wheelchair accessible vehicles as hackney carriage taxis.

I agree with the council’s policy, but do feel sorry for the people who insist that they can’t get into these vehicles.

A two-tier system would be unfair in most cases and would give rise to many court cases where owners of WAVs (wheelchair accessible vehicles) might feel discriminated against as they would never be able to compete on an equal level with the owners of non-WAVs (saloon cars).

Believe it or not, there is a very simple solution to this – a two-tier system which would be fair to everyone and not contestable in court.

I am talking about an apprenticeship of 10 years. This is how it would work.

1 Any person wanting to licence a non-WAV as a hackney carriage must have first owned and operated a WAV or WAVs continuously for a period of more than 10 years on the same hackney carriage vehicle licence.

2 They may then use that hackney carriage vehicle licence as a non-WAV licence for an indefinite period as long as: (a) They were licensed as a hackney carriage driver for the 10 years in which they owned and operated the WAV.

(b) They continue being licensed as a hackney carriage driver for the indefinite period in which they own and operate the non-WAV.

(c) If for any reason the owner/operator of the non-WAV no longer retains his/her hackney carriage drivers’ licence then they must relinquish their right to own/operate a non-WAV and hand back their licence plates within seven days.

(d) Only one non-WAV licence will be issued to each qualifying applicant to prevent the collecting of non-WAV licences by individuals or taxi cartels.

Anyone who is currently operating a non-WAV should be allowed to carry on operating a non-WAV, as long as they meet the criteria in 2 (b),(c) and (d).

I would like these proposals to be considered by the licensing committee.

that would cause as many problems a much simpler idea

Only allow up to 4 seaters on as saloon hackneys anyone wanting 5 or more seats must have a WAV a balance would soon be achieved because there would be a market for WAV's for 5 to 8 seater bookings pushchairs bikes large shopping etc a balance between saloons and Wav's would follow unlike in my area where any old battered transit can get a plate as an 8 seater and only 2 people in the whole district over 100000 pop have Wav's and the council wonders why wheelchair passengers complain about lack of suitable vehicles

Definately the best solution in my eyes, cos being PH all those people who can't or won't get into purpose built taxis will ring the PH companies, result :wink:

There is no doubt that private hire far out way the numbers of Hackney licensed vehicles.
so it would be reasonable to insist that all private hire be wheelchair accessible, after all this would provide a much better system for the disabled.

In my district there are about 300 hackneys and 5 PH and the same goes for most rural areas only the big towns and cities have a large PH fleet

The PH industry have more cash than the HC trade, and more nouse, the HC trade prefer to fight each other or react to events.

Sorry, not true..... Winchester has 48 saloons (no 13 bad luck?), 80 wav's Hackney..... aaannnnd, wait for it! ..................218 private hire!!! :shock: :sad:
