What is the difference between a company like say cabfind who obtain work from various areas and pass it to private hire companys in various areas and a County Council who obtain work in various areas and pass it to private hire company's in various areas? Particulaly as neither of them hold PH operators licenses in all the areas or have offices in all the areas?

I would say that Cabfind are a PH operator, and the Council a customer.

The council also act as a broker in some instances where the end user pays for the service.

I would suggest that the council only deal with providers within their area unlike companies such as Cabfind who cover the whole of the UK.

I would suggest that you are wrong. Leicestershire County Council deal with companys in all the different borough and district councils within the county plus Rutland Notts, Lincs and Warks.

Also the County Council do not license taxis and private hire at all.
